1. Workshop on minimising initiation of court cases against government and skill up gradation in handling such cases.

The action points that emergerged are:

  1. Proper training of Government  servants at all levels have to be arranged.
  2. Better co-ordination amongst departments/ within various offices of the same   Department to be established.
  3. Individual Govt advocates should be allowed to handle individual cases from beginning to end.
  4. Appointment of Govt. advocates should be on merit and merit alone. No extraneous consideration be taken into account  for their appointment.
  5. Legal cells in all departments should be constituted. Policies to enhance their institutionalised memory of the legal cells should be frammed.
  6. Procedural delay in case of review of cases should be minimized.
  7. Acts, service rules etc. should be updated, amended taking all stake holders into account.
  8. Creation of departmental website. Incorporating fields like acts, rules, OMs etc. related to the department be properly uploaded for easy reference a FAQ may also be incorporated.
  9. Strength of employees in the departments should be revised.
  10. Occasional sharing in between the directorate and the department.
  11. Cultivating a mind set and a sense of belongingness amongst the officers and employees.
