E-government portrays the use of information and communication technology (ICT) along with information to support the operations of government. The NeGP launched by Government of India focused on use of ICT tools and technologies at various levels of Government (Both at the Center and the State) to improve delivery of Government services to the citizen and also making the service available in proximity of their residence. One of the major challenges facing the NeGP is capacity building that is required to be built at various levels of the Government starting at the policy and decision makers, to the management and operational level and creating awareness amongst the general masses. To meet the challenge of capacity building in the field of e-Governance, Assam Administrative Staff College has set up a Centre for e-Governance with the following mandate:
• Support State Government in implementation of current e-Governance projects
• Visualizing, designing & executing e-Governance projects keeping an eye to digital future for the State through knowledge and skill development attuned with positive attitude of the human resource in the sun-rise areas of information technology
Towards the fulfillment of above mandate the Centre engages into:
• Developing adequate IT infrastructure
• Collaborating/Networking with other organizations of National/International repute in the field of e-Governance
• Carrying out capacity building, design and development activities of the Centre
The main activities undertaken by the Centre are:
a) To build capacity of government functionaries through disseminating knowledge and skills for successful implementation of e-Governance projects of Government of Assam amongst the bureaucracy and other stakeholders
b) To focus on Good Governance with the help of ICT
c) To facilitate Change management
d) To provide latest State-of-the-art IT infrastructure to facilitate learning
During the year 2021-22, the Centre for e-Governance conducted training courses in online mode through webinars on themes such as IT Application in Government & Transparency in Procurement for IAS/ACS officers, Information Security Management and e-Governance Project Life Cycle. Other regular courses conducted by the Centre include e-Procurement, e-Prastuti, e-Office, MS Excel & PowerPoint, Government Process Reengineering etc. Symposiums conducted by the Centre for e-Governance incorporated topics pertaining to Artificial Intelligence (AI) & Internet of Things (IoT), Data Analytics and ICT for Good Governance. These regular courses and symposiums included few online sessions also.
