The essence of an efficient and responsible litigant is its capacity to present or defend cases in courts in the manner as it requires. The State Litigation Policy 2012 has stressed on capacity building through training intervention to the government officers who prepare the papers and the Government advocates who present the cases in courts. The Centre for Law, Justice & Human Rights was established as per the recommendation of the Board of Management, Assam Administrative staff College Society. The basic purpose of the centre is to enhance legal research and suggest measures to minimise the litigation against the government Departments and befitting handling of the cases in courts of Law.

To have zero litigation against Government of Assam.
Mission
- To equip all government officers with adequate knowledge of law and skills necessary to perform their functions within a specified time frame.
- To educate govt. officials to understand nitty-gritty of concerned Law and justice delivery.
- To address lawful grievances of all employees, stake holders, clients, beneficiaries etc.
- Minimize litigation.
- Effectively deal with all litigation against Government so as to achieve positive outcome
Objectives
- To develop training modules and material.
- To train government officials on:
a) Relevant Act and Rules
b) Court procedures
c) How to write Para-wise comments (hands on training)
d) How to handle contempt cases - To develop proper attitude of service and develop grievance redressal mechanism.
- To equip them with latest developments regarding Acts and Rules (Amendments, Supreme Court rulings etc.
- To develop an interest in officers regarding acquisition of knowledge and skills in legal issues and procedures.
- To develop trainers by organising Training of Trainers (ToT) programmes, who, in turn, will roll out training in the grass root level.
- To run certificate courses in legal procedures and issues in collaboration with reputed law universities/institutes for government officials, which will be linked to the career progression of these officials.
- To start distance education programmes.
- To make trainings attractive to the target groups.
